This is a prohibition-era cocktail made with Rye Whiskey, Sweet Vermouth, Cherry Liqueur, Absinthe and lemon or lime peel by an American bartender in Havana who took his inspiration from the Manhattan (

Charles H. Baker Jr. wrote about this drink in his 1939 book, The Gentleman's Companion: Being an Exotic Drinking Book Or, Around the World with Jigger, Beaker and Flask. In the recipe, he talked about his inspiration for the drink, which was the violent coup by Fulgencio Batista in 1933. That was he first coup. His second coup was in 1952.
The violent revolution in 1933 made Baker think of what it must've been like 35 years earlier, in 1898 when the Yanks got involved with Cuba's struggle to gain independence from Spain's colonial rule.
The event that sparked American involvement with Cuba's fight with the Spanish was what happened to the USS Maine. The Maine was an American naval ship that was docked in Havana Harbor. It blew up, sank and killed 266 crew members. The details of what caused the explosion were unclear and historians still debate it to this day, but a lot of Americans at the time believed the explosion was caused by a Spanish mine.
This was the story a lot of American media propagated, in particular, the yellow journalists of the day. And when the New York Times reported that while a ship of Spaniards fleeing the US were leaving port, a group of Americans gathered at the dock and chanted, "To hell with Spain! Remember the Maine!," that quote spread to other sources and became the rally cry to drum up support for US involvement in the Spanish-American War, which in part was fighting along side the Cubans in their battle with Spain for independence.
The name of this drink was a callback to the American catchphrase of the Cuban War for Independence. Perhaps it was meant to be a companion piece to the Cuba Libre, the drink named after the rally cry for the Cuban soldiers of the same war.
For the Cherry Liqueur, the original recipe called for cherry brandy, but it is generally accepted that that referred to cherry liqueur. The most common brand is Cherry Heering. If you're using Cherry Heering, I'd suggest only using 1 teaspoon of it. Baker's recipe stated that you could use 1 or 2 tsp, depending on how you like it. The cherry liqueur I use in the video, Combier Rouge, is not quite as thick and sweet as Cherry Heering, so I like it with 2 teaspoons, but a sweeter liqueur would probably be better off with 1 teaspoon.
The original recipe called for a lemon or lime peel for garnish, but modern recipes call for it to be made with a Maraschino Cherry. However, I prefer the original garnish. Both citrus twists are good options, the lime gives it an earthier note and helps bring out the absinthe, but the lemon pairs much better with the Rye and that's the one I prefer. However, it's great to try them back-to-back, see which one you like better.
This drink is basically a fancy, funky Manhattan. It's basically Rye and Sweet Vermouth at 2:1, only with a couple little extras. The cherry liqueur highlights the sweet vermouth. The absinthe gives the whole thing an earthy finish. It has a full bouquet of complexity and fully deserves its status as a resurrected classic. Cheers!
Recipe:
1.5 oz Rye Whiskey
0.75 oz Sweet Vermouth
2 tsp (or 1 tsp) Cherry Liqueur
0.5 tsp Absinthe
garnish Lemon or Lime twist
Stir with ice. Strain into chilled coupe glass. Garnish with lemon or lime twist.
